　　賭神高進(周潤發)約了「賭魔」陳金城(鮑漢琳)一個月後決戰公海。　　
　　高進剛抵香港，即與南哥(楊澤霖)交手，南哥指使越南殺手追殺高進。刀仔(劉德華)與女友珍(王祖賢)陰差陽錯下，救了誤墮陷阱而失憶之高進。刀仔發現進精通賭術，利用其天份搵錢。　　
　　刀仔將高進搬回家中護理。進妻Janet(張敏)見進失蹤多日，欲報警卻被進堂弟高義(龍方)阻止，當晚更醉酒將Janet姦殺。　　
　　另方面，高義決與陳金城合作將高進殺死，得知進藏身地點後一起追殺!龍五出現帶眾人逃走，進被的士撞倒送醫救治，漸回復記憶，但忘記失憶時發生的事。刀仔欲與之相認及告知義乃不懷好意，卻反遭毒打。

　　賭神高進（周潤髮飾）在公海一場驚天豪賭擊敗賭魔陳金城後，收刀仔（劉德華飾）為徒，帶其回美國將畢生絕技傳與刀仔。一年後，刀仔在龍五（向華強飾）陪同下重出江湖，代表師父以賭技致力慈善事業，號稱賭俠。另一方面賭聖阿星（周星馳飾）欲拜賭神為師，遂找刀仔引見。兩雄相遇。互展計謀絕技，平分秋色。此時陳金城義子侯賽因為替義父報仇，設計在賭船上打著賭神旗號，企圖千盡東南亞所有闊佬，並使賭神身敗名裂。侯賽因一夥設計挾持龍五龍九和阿叔，叫刀仔不敢揭穿其真實身份。在最後時刻，刀仔和阿星並肩合作，一用賭神絕學，一用特異功能，終於在最短時間贏得巨額賭本，並施巧計戰勝侯賽因。阿星也如願以償見到賭神。
