   1970年代，韓國完全由朴總統（李星民 飾）主宰，同時還掌管韓國中央情報部。韓國中央情報部部長金規泙（李炳憲 飾），是最具潛力的副手人選。在高壓政權的統治中，知道韓國政府許多祕辛的前中央情報部部長朴勈革（郭到元 飾）流亡到了美國，而當地正在調查「韓國門事件」。隨著時局越加緊繃，副手人選們的勾心鬥角也浮上檯面。
